Sometimes the both parties aren't aware. Sometimes one person is just aware that their in love and the other doesn't even see in the lense of romance.

And when it comes to the situation where both are aware. Sometimes fear sets in. The fear of one speaking up and the friendship desolving.

Or "we are just friends", could genuinely be because one person is unsure of their feelings yet.

Lol.

But what's crazy is when only one person grows emotion and doesn't confess. It's a romantical torture.
