Thought so too. I think what's happening here is tolerance and lack of options. The law only recognizes something as a crime when we draw it's attention to it.
Like your phone being stolen and you leaving it to God instead of filing a suit. That thief can't just be arrested.
So I think Jennifer's mum has little to no idea of the damage being done asides that, she doesn't have much options because bringing her back home is like adding to mouths to be fed.🥲
