The other options are really a total ban and adoption. adoption is undesirable to the state where a total ban cannot be fully effected without shutting down the internet. Countries that are facing heavy international economic sanctions will find adoption effective. El - Salvador did adopt Bitcoin as legal tender. but it has since had devastating effects on their monetary policies.
