To the second part of your question, judging people doesn't help. It rather scares them away and it has a way of pushing them far from the very help we intend to give them.
Kindly let the Holy Ghost help you and ensure you put yourself in the persons shoe, imagine you're receiving counsel. How would you want that? When should one be strict and Stern? These questions been answered sincerely will guide us.

Your first question says how do you deal with the statement "the spirit is willing but the flesh is weak". This is where spirituality comes in. Life itself is spiritual. Everything we act out has already played out spiritually.
Now, the need to deliberately call on the spiritual to intervene is very important here. This is where discipline comes in for staying power and consistency till it's done.
