<p>How about institutions that has everything put in place for people to learn a variety of languages but there's no interest from the learners? I think it's a matter of sensitising people on the importance of bilingualism.</p>

Yes exactly!

As for the lack of interest from the learners, events can be organised to draw in their attention. Could be cultural events, or international events. Then fun activities can be organised, as well as competitions for make it entertaining for them. It can even be included in their studies, or day to day activities. And I think involving their parents can also help the learners gain some form of encouragement from them as well..
