The Street Tax: Has aggressive youth extortion become an accepted cost of moving around the city?

It’s becoming an everyday hazard: moving freely around town only to be cornered by groups of young men demanding "settlement" with thinly veiled threats of violence or property damage.

What used to be isolated incidents of thuggery are now looking like an organized, normalized system of street taxation where people are forced to pay for their own safety.

Is this lawless shakedown a direct result of economic desperation and a collapsed system, or has pure entitlement turned our streets into an open-air cartel?
